    Black wealth is up by 60% relative to pre-pandemic—the largest increase on record.

    Our Research Revealed

    Michelle Holder, an associate professor of economics at John Jay College, notes, "The 61% increase may seem significant because Black families had much less wealth than white households in 2019. Starting from a smaller base, even modest gains can appear large." In 2019, median Black wealth was approximately $28,000, rising to nearly $45,000 by 2022. During the same period, white wealth increased by 31%, from $218,000 to $285,000. Holder cautions against solely considering percentages, as they can be misleading when assessing progress.

  • Giving Blacks the internet

    Connected an estimated 5.5 million Black households to affordable high-speed internet through the Affordable Connectivity Program, closing the digital divide for millions of Black families.

  • The President get's 10% rating for this with a BS alert, here's why

    Our Research Revealed

    If you missed the sign-up, tough luck—the Affordable Connectivity Program slammed its doors shut on February 7, 2024. It didn't do a thing for Black individuals; it was a sweeping initiative supposedly benefiting anyone who qualified, regardless of race. Eligible participants could get up to $9 off their internet, phone, or bundled services, and a whopping $34 if they happened to live on tribal land. But let's be honest, this was just another political maneuver, exploiting the notion of support for Black voters.

  • Accelerated creation of Black businesses

    Achieved the fastest creation rate of Black-owned businesses in more than 30 years—and more than doubled the share of Black business owners from 2019 to 2022.

  • The President earned a 90% rating for his efforts in boosting black-owned businesses

    Our Research Revealed

    According to a Brookings Institution analysis, the number of Black-owned businesses with more than one employee has risen each year since 2017. The most substantial increase occurred from 2020 to 2021, jumping from about 140,000 to over 161,000. This surge represented the largest percentage increase (14.3%) since 2017. It suggests that the President's efforts to support Black businesses have had a significant positive impact.

  • Helping SBAs get loans

    Improved the Small Business Administration’s (SBA) flagship loan guarantee programs to expand the availability of capital to underserved communities. Since 2020, the number and dollar value of SBA-backed loans to Black-owned businesses have more than doubled.

  • The President earned a 80% rating for this for increasing the odds among Black business owners

    Our Research Revealed

    This is yet another broad provision that doesn't offer targeted assistance to Black individuals. While it's beneficial to enhance small businesses' access to capital, it doesn't directly address the needs of the Black community. We are still giving the President a high rating because indirectly he created an impact. Since 2020, the number and dollar value of SBA-backed loans to Black-owned businesses have more than doubled. It seems he's improved Black people's access to business capital indirectly.

  • $69 Billion to disadvantaged businesses

    Launched a whole-of-government effort to expand access to federal contracts for small businesses, awarding a record $69.9 billion to small disadvantaged businesses in 2022.

  • The President gets a 85% rating for significant work that indirectly boosted Black businesses

    Our Research Revealed

    The President has shown considerable effectiveness in supporting Black-owned businesses, startups, and entrepreneurs. While direct measures specifically for Black business owners haven't been enacted, the President's indirect actions demonstrate a keen understanding of the economy and effectively cater to Black voters by delivering results for their businesses.

  • $10 billion to expand access to capital for early-stage businesses

    Through Treasury’s State Small Business Credit Initiative, invested $10 billion to expand access to capital and invest in early-stage businesses in all 50 states—including $2.5 billion in funding and incentive allocations dedicated to support the provision of capital to underserved businesses with $1 billion of these funds to be awarded to the jurisdictions that are most successful in reaching underserved businesses.

  • The President earned a 90% rating, he did what he said he did

    Our Research Revealed

    We are giving the President a high rating for this because the investment of $10 billion through the Treasury’s State Small Business Credit Initiative demonstrates a significant commitment to expanding access to capital and supporting early-stage businesses. This initiative has the potential to provide crucial funding and opportunities for Black entrepreneurs and early-stage ventures, which is commendable and deserving of recognition.

  • Over $2 billion to farmers and ranchers in distress

    Helped more than 37,000 farmers and ranchers who were in financial distress, including Black farmers and ranchers, stay on their farms and keep farming, thanks to resources provided through IRA. The IRA allocated $3.1 billion for the Department of Agriculture (USDA) to provide relief for distressed borrowers with at-risk agricultural operations with outstanding direct or guaranteed Farm Service Agency loans. USDA has provided over $2 billion and counting in timely assistance.

  • The President earned a 20% rating in this area

    Our Research Revealed

    Despite the White House's inclusion of agriculture debt relief in the Inflation Reduction Act of August 2022, which aimed to assist "thousands" of farmers, Black individuals, particularly minority farmland owners, didn't feel directly targeted. Previous race-based aid programs were halted due to lawsuits from white farmers. Under Biden's administration, relief eligibility is determined by economic status rather than race. This adds to the disillusionment felt by many in the Black community, as they perceive a lack of direct assistance tailored to their needs.

  • Passed the CHIPs Act to create economically disadvantaged individuals & small businesses

    Supported small and disadvantaged businesses through CHIPS Act funding by requiring funding applicants to develop a workforce plan to create equitable pathways for economically disadvantaged individuals in their region, as well as a plan to support procurement from small, minority-owned, veteran-owned, and women-owned businesses.

  • The President gets a 3% Rating for disconnected Claims on CHIPS Act and Black Communities

    Our Research Revealed

    The White House's mention of the CHIPS act as a benefit to Black individuals leaves us baffled; there's absolutely no connection. While there may be numerous components to it, we refuse to allow vague assertions that this directly impacts Black people based on their demographics when it clearly does not. Additionally, there are numerous criticisms of this act, with many labeling it as laden with false promises overall.

  • $27 Billion to clean energy

    Created the $27 billion Greenhouse Gas Reduction Fund that will invest in clean energy projects in low-income and disadvantaged communities.

  • The President get's a 10% rating on this

    Our Research Revealed

    The Biden-Harris Administration's $20 billion awards for clean energy solutions are disconnected from Black community needs and rife with wasteful fluff. It's perplexing why Biden would highlight such a bill, which is currently facing repeal despite its intended nationwide scope.

  • Helped 8 million renters and their families stay in their homes, over 40% are black

    Set up the first-ever national infrastructure to stop evictions, scaling up the ARP-funded Emergency Rental Assistance program in over 400 communities across the country, helping 8 million renters and their families stay in their homes. Over 40% of all renters helped are Black—and this support prevented millions of evictions, with the largest effects seen in majority-Black neighborhoods

  • The President won an 100% rating on this

    Our Research Revealed

    The ARP (American Rescue Plan) worked its magic: it pumped up the economy, kicked poverty to the curb, and gave millions a breather from financial woes. Let's face it, the President pulled us out of a tight spot, especially during the chaos of Covid, with this gem of a plan. There's no two ways about it—this one's a gold star for the President. Over 40% of Black home owners, veterans and non-vet civilian's property has been saved under this act.

  • Proposed the “Affirmatively Furthering Fair Housing” rule to end segregation

    Published a proposed “Affirmatively Furthering Fair Housing” rule through the Department of Housing and Urban Development (HUD), which will help overcome patterns of segregation and hold states, localities, and public housing agencies that receive federal funds accountable for ensuring that underserved communities have equitable access to affordable housing opportunities.

  • We give the President a 95% rating on this for its direct impact to black lives

    Our Research Revealed

    This rule specifically aims to protect everyone, including Black individuals, against the detrimental effects of historical discriminatory practices in land use, housing policies, and community development. It's been proven that this can have a direct impact on Blacks, Trump actually repealed a rule under AFFH combating racial bias in housings so once again Biden got the messaging right on this

  • Fighting to end bias in the home appraisal process

    Created the Interagency Task Force on Property Appraisal and Valuation Equity, or PAVE, a first-of-its-kind interagency effort to root out bias in the home appraisal process, which is taking sweeping action to advance equity and remove racial and ethnic bias in home valuations, including cracking down on algorithmic bias and empowering consumers to take action against misevaluation.

  • The President earned a 80% rating on this, its the right message he's sending

    Our Research Revealed

    If you suspect discrimination during an appraisal, this initiative offers a way to file a complaint, ensuring protection not only for Black individuals but for everyone. The President gets a fair rating on this, its a step in the right direction. While the language isn't explicitly tailored to Black individuals, the President made a concerted effort to address this issue with the recent change. Throughout history, Black individuals have systematically encountered discrimination in the housing market and have frequently fallen victim to unfair appraisals.

  • Improving the mortgage underwriting process for new home buyers by expanding access to credit

    Taken additional steps through HUD to support wealth-generation activities for prospective and current homeowners by expanding access to credit by incorporating a borrower’s positive rental payment history into the mortgage underwriting process. HUD estimates this policy change will enable an additional 5,000 borrowers per year to qualify for an FHA-insured loan.

  • We give the President an 55% rating for this, it has good intentions but heres why

    Our Research Revealed

    Sure, this would help Blacks and Latinas but while it sounds promising to consider cash-flow data and rental payments in underwriting, there's a risk of mortgage companies exploiting buyers in other ways to avoid the trouble. We've seen this before across other industries. Black people could end up in unaffordable loans or end up charged exorbitant interest rates that are modified.

  • Over $136 billion in student loan debt relief

    Approved more than $136 billion in student loan debt cancellation for 3.7 million Americans through various actions and launched a new student loan repayment plan—the Saving on a Valuable Education (SAVE) plan—to help many students and families cut in half their total lifetime payments per dollar borrowed.

  • We give the President a 70% rating for his efforts, but this was not in support of Black people specifically

    Our Research Revealed

    The approval of over $136 billion in student loan debt relief, benefiting 3.7 million Americans, marks a significant step in alleviating financial burdens for many individuals and families. Additionally, the introduction of the Saving on a Valuable Education (SAVE) plan offers a new pathway for students to manage their loan repayments more effectively. While this initiative benefits everyone, not just Black individuals, it is nonetheless a positive development. However, it's essential to recognize that while it contributes to broader financial stability, it may not directly address all the specific challenges faced by the Black community.

  • Increasing Pell Grants

    Championed the largest increase to Pell Grants in the last decade—a combined increase of $900 to the maximum award over the past two years, affecting the over 60% of Black undergraduates who rely on Pell grants.

  • We gave the President a 4% rating on this, we believe there's little to no impact to the majority of Blacks

    Our Research Revealed

    Pell grants are useless for Black folks! Apparently, you gotta rake in at least 10k a year to even sniff at ANYTHING. Who the heck lives on 10k a year, huh? Unless you're jobless, scraping by on food stamps and welfare, this system is an absolute JOKE! And let's not even get started on how this program's a playground for fraudsters. Expanding Pell grants? Yeah, that's the last thing Black people in America needed or asked for!

  • $56 billion in loan forgiveness to fix the Public Service Loan Forgiveness (PSLF) program

    All qualified borrowers should get the debt relief to which they are entitled. More than 790,000 public servants have received more than $56 billion in loan forgiveness since October 2021. Prior to these fixes, only 7,000 people had ever received forgiveness through PSLF.

  • We gave the President a 74% rating on this, it helps Blacks indirectly

    Our Research Revealed

    President Joe Biden's plan to cancel student loans is promoted as particularly beneficial for Black Americans, who carry a significant portion of the student loan burden. Biden stated, "The burden is especially heavy on Black and Hispanic borrowers, who on average have less family wealth to pay for it." Under the proposal, individuals earning under $125,000 annually could have up to $10,000 in loans forgiven. Additionally, those who received federal Pell grants, targeting students with exceptional financial need, could see up to $20,000 in loan forgiveness. However, it's important to note that while this initiative aims to address the challenges faced by Black Americans, it is a broad-reaching program intended to alleviate student loan debt for all eligible borrowers, regardless of race.

  • $7 Billion to Historical Black Colleges and Universities

    This marked a rare occasion where the President took direct action for the benefit of Black individuals, explicitly acknowledging them in the Executive order. It underscores the President's capacity to enact Executive orders tailored to specific deserving demographics. This initiative, akin to the allocation of $7 billion to HBCUs, directly supports Black individuals.   • $130 billion secured through ARP

    Contributed the largest investment in public education in history—to help students get back to school, recover academically in the wake of the COVID-19 pandemic, and address student mental health.

During the COVID pandemic, the President notably impacted many low-income families.   • Secured a 30% increase in child care assistance funding last year.

    Black families comprise 38% of families benefiting from federal child care assistance. Additionally, the President secured an additional $1 billion for Head Start, a program where more than 28% of children and pregnant women who benefit identify as Black.

  • The President earned 40% rating for this, heres why

    Our Research Revealed

    When Congress didn't approve child care assistance, the President attempted at leveraging executive authority to alleviate parental burdens. Our research indicates that this assistance was ineffective and not specifically targeted towards Black people. Instead, it provided broad support to children from all backgrounds. Unfortunately, the program ended prematurely or got lost in translation, leaving thousands without significant impact.

  • Helping more Black families gain health insurance

    Increased Black enrollment in health care coverage through the Affordable Care Act by 49%—or by around 400,000—from 2020 to 2022

    Our Research Revealed

    This claim really sets off the skepticism alarm. It had little to no connection to Black people in any specific ways, it was all about healthcare, COVID, and the failing healthcare system in the U.S. Obamacare registrations soared under the Biden administration, but they were already trending that way before he took office. Over 25 million people signed up during Biden's term, not necessarily because of him, but because our healthcare system is in dire need of repair and people began getting sick under Covid and not able to find suitable healthcare. The affordable care act has been a selective safety net for people who are seeking help

  • Through IRA, locked in lower monthly premiums for health insurance

    Capped the cost of insulin at $35 per covered insulin product for Medicare beneficiaries, and helped further close the gap in access to medication by improving prescription drug coverage and lowering drug costs in Medicare.

    Our Research Revealed

    It's truly embarrassing that the White House even brings up the Inflation Reduction Act. It's that strange bill that veered off into addressing climate change, which the President later admitted, a year later, had failed to reduce costs for Americans. This has absolutely nothing to do with Black people and is used by Joe Biden as a cover-up for anything he claims to have addressed. Under Biden, the word "inflation" has become synonymous with failure, as it skyrocketed to record-breaking highs. This further highlights the ineffectiveness of the IRA.

  • Through ARP, expanded postpartum coverage from 60 days to 12 months in 43 states and Washington, D.C.

    Covering 700,000 more women in the year after childbirth. Medicaid covers approximately 65% of births for Black mothers, and this investment is a critical step to address maternal health disparities.

    Our Research Revealed

    Most states did indeed adopt the Medicaid Postpartum Coverage Extension, benefiting many women across America. However, it wasn't specifically targeted towards Black people. The White House often asserts its support for Black people by creating policies and programs they believe disproportionately affect them. However, true support for Black people should involve passing direct orders that directly benefit them, rather than indirectly if that's the intention.     Financed projects that will replace hundreds of thousands of lead pipes,that disproportionately affects Black communities.

  • The President earned a 20% rating on this

    Our Research Revealed

    The Bipartisan Infrastructure Law allocates a hefty $50 billion for water infrastructure upgrades. Now, the White House is boasting about using $15 billion of that to prevent lead pipe-related brain damage, supposedly targeting help for Black communities. But let's be blunt—total BS! Many Black folks would rather see that $15 billion handed out as reparations. But hey, let's keep it real on this platform, shall we?

  • Provided 264 grants with $1 billion in Bipartisan Safer Communities Act funds to more than 40 states

    Working to increase the supply of school-based mental health professionals in communities with high rates of poverty.

  • The President earned at 12% rating on this, here's why

    Our Research Revealed

    Here we go again with another political power puff story. This has absolutely nothing to do with Black people specifically; it's just money being tossed around that, according to our research, could've been put to better use. You can check out all the claims it's making right here simplified: Safe Communities Act. However, we've got serious doubts this will make any difference in Black communities.

  • Signed two Executive Orders directing the Federal Government to advance an ambitious whole-of-government equity agenda

  • The President earned a 20% rating on this, here's why

    Our Research Revealed

    Here's another broad law we doubt will achieve much. It supposedly benefits various groups, including Black, Latino, Indigenous, Asian American, LGBTQI+, disabled, and rural communities, among others. The term "underserved communities" covers these groups and areas deprived of full participation in society, as defined in Executive Orders 13985 and 14020. We give little hope to this because the President has only outlined what this law could do, but not how to enforce it and audit against it. Heres a simplified version of what this law could do which we know could have been done already had the government made provisions for enforcements Advancing Equity - Biden's 2nd Executive Order.

  • Protecting Black History

    Countered hateful attempts to rewrite history including: the signing of the Emmett Till Antilynching Act; establishing Juneteenth as a national holiday; and designating the Emmett Till and Mamie Till-Mobley National Monuments in Mississippi and Illinois. The Department of the Interior has invested more than $295 million in infrastructure funding and historic preservation grants to protect and restore places significant to Black history.

    Our Research Revealed

    The Justice40 Initiative failed Black communities by neglecting to factor in race when directing federal climate-related spending. Despite decades of research showing disproportionate environmental hazards faced by Black individuals, the White House did not prioritize race in allocation decisions. This drew criticism from three advisory council members who highlighted this flaw in a call with reporters, pointing out the missed opportunity to address racial disparities in environmental impacts.

  • Signed Executive Order to use the Federal Government to provide nonpartisan information about the election process to increase voter registration

    Agencies across the Federal Government are taking action to respond to the President’s call for an all-of-government effort to enhance the ability of all eligible Americans to participate in our democracy.

    Advocates argue that despite Biden's executive order, federal agencies are falling behind in registering voters, with little evidence of the order's effectiveness. Paxton criticized Biden’s Executive Order, alleging it would use taxpayer funds to aid the left in future elections, without specifying how. Our research indicates that this order doesn't specifically target Black communities but aims to facilitate easier voting for disadvantaged individuals. To us, this was a flop, signed early in President Biden's term, we are calling this a nothing burger

    Repeatedly and forcefully called on Congress to pass essential legislation, including the John R. Lewis Voting Rights Advancement Act and the Freedom to Vote Act, including calling for an exception to the filibuster to pass voting rights legislation.

  • The President earned a 90% rating on this

    Our Research Revealed

    The John R. Lewis Voting Rights Advancement Act is vital for everyday Black people, aiming to counter voting discrimination and safeguard their voting rights. By restoring key provisions of the Voting Rights Act of 1965, it addresses systemic barriers that Black communities have long faced at the polls, ensuring their voices are heard in shaping the nation's future.

  • Increased funding for the Department of Justice’s Civil Rights Division

    The Justice Department also created the Election Threats Task Force to assess allegations and reports of threats against election workers, and investigate and prosecute these matters where appropriate.

    Our Research Revealed

    Let's be clear: any funding towards civil rights directly affects the Black community. It's worth noting that the Election Threats Task Force illustrates the President's commitment to safeguarding people's rights with tangible enforcement measures. This directly benefits Black individuals who have historically faced voter intimidation and violence. Already, over 20 individuals have been charged under this new law.

  • Signed into law the bipartisan Electoral Reform Count Act

    This establishes clear guidelines for our system of certifying and counting electoral votes for President and Vice President, to preserve the will of the people and to protect against the type of attempts to overturn our elections that led to the January 6 insurrection.

    Our Research Revealed

    Let's be frank: we're puzzled why the White House framed this as a direct benefit for Black people. The law was passed to reform and modernize the outdated Electoral Count Act of 1887. We see no tangible benefit for Black people in this.

  • Launched the first-ever White House Office of Gun Violence Prevention

    Taken more executive action on gun violence than any President in history, including investments in violence reduction strategies that address the root causes of gun violence and address emerging threats like ghost guns. In 2022, the Administration’s investments in evidence-based, lifesaving programs combined with aggressive action to stop the flow of illegal guns and hold shooters accountable yielded a 12.4% reduction in homicides across the United States.

  • The President gets a 58% rating for his efforts on this, here's why

    Our Research Revealed

    Ultimately, the question boils down to whether Joe Biden effectively reduced homicides and gun-related crimes, and opinions vary on the matter. In 2023, homicides in DC spiked by 36%, the highest in two decades, while the Biden administration continued to assert they were on a downward trend. It's clear the President made efforts, but it hasn't significantly improved Black support or changed the situation. While it allocates funds for mental health services, it also introduces more surveillance and punishment programs. This results in increased police presence and stricter school rules, which adversely affect Black communities. The U.S. Department of Education highlights that Black students are disproportionately targeted by disciplinary actions at school compared to white students, reinforcing the school-to-prison pipeline system.

  • Secured the first-ever dedicated federal funding stream for community violence intervention programs

    This has been shown to reduce violence by as much as 60%. These programs are effective because they leverage trusted messengers who work directly with individuals most likely to commit gun violence, intervene in conflicts, and connect people to social, health and wellness, and economic services to reduce the likelihood of violence as an answer to conflict.

    Our Research Revealed

    First of all, this law was not transparently done. In our research, we could barely find anything about what was done under the White House's CVI efforts. We are flagging this for neutrality because we found neither positive nor negative information on this, along with its correlation to what it meant for Black communities.

  • Signed a historic Executive Order to put federal policing on the path to becoming the gold standard

    This order requires federal law enforcement agencies to ban chokeholds; restrict no-knock warrants; mandate the use of body-worn cameras; implement stronger use-of-force policies; provide de-escalation training; submit use-of-force data; submit officer misconduct records into a new national accountability database; and restrict the sale or transfer of military equipment to local law enforcement agencies, among other things.

    Our Research Revealed

    We must commend President Biden for his remarkable capacity to enact executive orders benefiting Black people, especially when faced with a nation still grappling with systemic prejudice and racism. Despite the failure of bipartisan police reform efforts in Congress, including those led by Tim Scott, the President took matters into his own hands and signed executive orders to address these issues. Biden deserves high praise for his decisive action in tackling police reform and advocating for the rights of Black Americans.

  • Attempt to right the wrongs of how Marijuana is treated federally

    Taken steps to right the wrongs stemming from our Nation’s failed approach to marijuana by directing the Departments of Health and Human Services and Justice to expeditiously review how marijuana is scheduled under federal law and in October 2022 issued categorical pardons of prior federal and D.C. offenses of simple possession of marijuana and in December 2023 pardoned additional offenses of simple possession and use of marijuana under federal and D.C. law. While white, Black, and brown people use marijuana at similar rates, Black and brown people have been arrested, prosecuted, and convicted at disproportionately higher rates.

    Our Research Revealed

    First and foremost, having a President willing to confront the federal classification of marijuana as a drug is a breath of fresh air. Biden not only takes steps to remove this classification but also includes provisions to overturn convictions for selling it. This directly benefits Black people, and we must commend the current administration for these efforts. The President pardoned thousands of individuals for small possession charges, and Biden is also granting clemency to 11 people serving what the White House described as "disproportionately long" sentences for nonviolent drug offenses.

  • Reducing unnecessary incarcerations

    Announced over 100 concrete policy actions as part of a White House evidence-informed, multi-year Alternatives, Rehabilitation, and Reentry Strategic Plan to safely reduce unnecessary criminal justice system interactions so police officers can focus on fighting crime; supporting rehabilitation during incarceration; and facilitating successful reentry.

    Our Research Revealed

    This order directly improves the lives of Black people by reducing unnecessary detentions. Although not a universal solution, it's a positive step forward. Despite progress in narrowing the gap in incarceration rates, Black individuals continue to be overrepresented in jail populations, admissions, and face longer average stays. This order aims to tackle these persistent racial disparities.
